Our Job Description:
The Emergency Services & ICU Department Manager is responsible for planning, organizing, directing, coordinating and evaluating the activities of the Emergency and ICU Departments to maintain high quality patient care. The Manager is responsible for the Departmental Goals for Patients (Department Service, Patient Satisfaction, and Quality Improvement); People (Employee Development, Training, Recognition, Satisfaction, and Retention & Recruitment); Future (Budget, Cost Management, Revenue, New Service Development) and Community (Participation). This position participates in Operational and Strategic Planning as part of the management team. The Manager assures that the department meets all regulatory requirements related to service area for DHS, JCAHO, and other as appropriate. Working collaboratively with other managers to meet goals and solve problems is a requirement of this position. Assumes 24-hour responsibility for the department.
Determines staffing requirements to assure safe and competent patient care. Considers patient acuity, age specific needs of patients, staff skill mix, and individual patient's plan of care when making assignments. Demonstrates flexibility in response to unexpected changes in volume, emergencies, staffing, or scheduling changes.
Act as community resource for Emergency Services. Coordinates Disaster Planning and base hospital coordination.
Maintains clinical competency; keeps updated on current ER trends. Networks at Community, State and National levels.
Promotes Meditech competencies. Teaches classes, assures staff member is competent prior to issuing password. Evaluates new compute products that affect clinical areas. Encourage increased use of computer hospital wide.
Performs employee evaluations and performance management. Utilizes observation techniques, chart review, and patient interviews to evaluate staff nurse performance and quality of patient care delivered. Assists employees to improve/maintain performance by establishing goals with measurable performance outcomes, action plans, and time frames.
Monitors the safety of the work environment.
Assists the Chief Nurse Executive (CNE) in developing unit goals and plans for evaluating and achieving those initiatives.
Interviews and selects qualified staff, utilizing EOC principals. Assists in coordination of new hire orientation, education, competency verification and development of staff. Integrates education programs with appropriate clinical experiences to promote professional growth of staff.
Maintains ER schedules, time and attendance, quality improvement projects, reports, documents, and files.
Demonstrates basic understanding of budget requirements. Maintains supplies and productivity within guidelines. Develops strategies to effectively utilize "down time" on designated shift.
Seeks and accepts responsibility for committee participation, special projects, and teaching presentations.
Initiates a multidisciplinary, goal oriented care plan for each patient in collaboration with members of the health care team and provides care based on that plan.
Adheres to OVHD practices for pain management with specific consideration of patient's functional/developmental age, gender, cultural and/or personal preferences.
Demonstrates appropriate use of restraints per OVHD policy and procedures.
Adheres to OVHD practices for moderate sedation. Identifies resources for guidelines to ensure safe care and monitoring of patients.
Ensures patient safety by assessing and proactively implementing safety measures with specific consideration of patient's functional and developmental age.
Provides appropriate nursing interventions. Competent in all routine nursing skills and identified unit-specific skills.
Provides compassionate and caring support to families.
Demonstrates the ability to provide appropriate interventions in patient care emergencies and follows established emergency procedures. Takes appropriate action in emergency situations and develops others' ability to do so. Assists staff in prioritizing, as needed.
Determines the presence and type of Advance Directive, as appropriate. Contacts appropriate resources to assist the patient and family as needed.
Completes legible, accurate and timely documentation of al nursing care provided to patients, including an evaluation of patients' response to medications, treatments and procedures.
Delegates patient care tasks to Ancillary personnel based on individual competency and scope of practice. Evaluates effectiveness of care performed.
Accesses facility information systems to retrieve and utilize pertinent information for the provision of patient care or in the performance of other job related responsibilities.
Demonstrates the knowledge and skills to safely and appropriately fulfill job specific responsibilities related to safety, security, emergency preparedness, control of hazardous materials/waste, life safety, medical equipment and utility systems as outlined in the hospital's environment of care plan.
Participates in activities within the organization that support performance improvement. Demonstrates a proactive approach and commitment to change. Seeks opportunities to improve quality and promote the positive acceptance of change.
Serves as a role model by demonstrating initiative, conflict resolution, and positive morale.
Assures that the rights of all patients are respected and maintained by allowing for privacy, confidentiality, and dignity in the provision of service.
Protects hospital resources through appropriate and careful use of supplies and equipment.
Maintains required applicable education and in-service requirements and participates in departmental staff meetings (through attendance or reading meeting minutes).
Communicates and follows the organization's chain of command for notification of patient care and/or service issues.
Expresses and accepts feedback in a professional manner.
Demonstrates the ability to organize workload, set priorities, and uses time efficiently to complete work on time and in an organized manner.
Performs physical and psychosocial assessment of all age groups of patients that demonstrates knowledge and consideration of age specific and cultural differences. Modifies nursing care to meet the age specific requirements of the newborn (0 to 30 days), infant (31 days to 1 year), pediatric (1 to 12 years), adolescent (13 to 17 years), adult (18 to 70 years), and geriatric (71+ years) patients including, but not limited to: growth and development, medications, and special physical and psychosocial needs.
Demonstrates strict adherence to COBRA/EMTALA requirements.
Demonstrates, through practice, understanding of job description and functions only within scope of practice. Limits verbal orders to emergency situations and assures inclusion of all verbal orders on the final medical record.
Adheres to all policies and procedures related to patient care, documentation and patient charges.
Demonstrates responsibility and accountability for departmental process improvement initiatives by utilizing appropriate communication channels and implementing committee-approved changes. Provides constructive recommendations for process improvement.
Maintains appropriate, confidential interfacility and interagency communications.
Demonstrates responsible role in noise reduction within the department and assists in maintaining traffic control.


Our Qualifications:
Minimum Education:
BSN or equivalent.
Minimum Experience/Skills:
Minimum of three (3) years' management experience.
Minimum of three (3) years' clinical nursing experience (prefer hospital experience).
Licensure:
Maintains current California Registered Nurse Licensure.
Certifications:
Maintains current BLS.
Maintains current BLS Instructor.
Maintains current MICN.
Prefer CEN, TNC, or ENP.
Prefer PALS.
Physical Demands:
Sit and Stand frequently.
Walk and bend frequently.
Reach and turn frequently.
Lift and carry up to 20 lbs. occasionally.
Flexibility in work routine.
Able to work with frequent interruptions.
Able to sit for long periods of time.

Supervises Emergency Services Department Staff.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
